While immigration to Canada is predominantly the authority of the federal government of Canada, the majority of the ten Canadian provinces have their own small immigration program as well. The provincial government nominates a particular number of immigrants yearly through these programs. The assessment system of each province with a nominee program is set up to choose immigrants based on the economic needs and labour market of that individual province. The Provincial Nominee program provides an advantage of giving a different approach for individuals who do not qualify under the federal rules to be able to immigrate to Canada. For example, certain provinces promote entrepreneur immigration by people who would not have a satisfactory net worth to be eligible under the federal program. The provincial nominee program could also make it simple for skilled workers to be eligible, however in all cases a prospective skilled immigrant must first attain a job offer in a specific province in order to qualify.
