Refugees are people who flee to another country to escape political or religious persecution. Canada maintains a long-standing humanitarian practice of offering proxy protection to refugees. Those found by the immigration authorities to be refugees may apply for permanent residence in Canada. There are numerous ways to apply for refugee status, a number of which call for the applicant to be in Canada at the time of the application, and some cases permit refugee applications from overseas.
